This paper addresses the issues of quality and quality management in continuing education. The complexity of the topic and its high level of abstraction render it a provider-driven process, leaving other stakeholders including learners, out of the development process. The “Quality Initiative E-Learning in Germany (Q.E.D.)”, using deep insights into this topic, develops a new type of support system: a Quality Management Support System (QSS), especially designed to enhance quality in e-learning and related educational and business processes. This paper describes the rationale, requirements, and architecture of this tool called Quality Integration Tool (QIT).
