Managed care is a powerful tool to control costs and to foster quality of provision in health care. Even though costs have been reduced without compromising quality in those countries that apply managed care, some consumers are rather disappointed. This may have to do with the fact that enrollees who prefer restrictions on the access to health care to high premiums ex ante may be dissatisfied with their choice afterwards.
