In this presentation learning culture is taken in its complexity and entity, but the chosen region is analysed not as one specific type of a learning culture, only using the attributes of a positive, developed learning culture as a starting point. Although it is not a value-free approach, its normative character gives a possibility of comparison, sharing perspectives and setting benchmarks.
